Fasten off and sew to the front of the purple stripe of the hat

Hair (orange)
Cut 2 x 20 inch orange yarn strands, fold in half, pull through the inside loop of one purple stitch of row R31, then pull 4 ends through 2 loops, pull and make tight (shown in the video).
Do this ALL around (so 66 times).
Trim, flatten, braid or pin hair how you like it.
Skirt (added to hat)
Go back to R14 of the hat (to the front loops), in black
R1: *1 dc, 2 dc, repeat from * all around, sl st
R2: * 1 sc in 2 sts, 2 dc, repeat from * all around, sl st, fasten off
Assembly
Add air pumps into hanging legs, then push the end (moving part) through R12 or 13, then add the arms around it and sew the arms to the hat.
Sew the witch hat to the hat. Sew eyes to the front (I also added a cream line). Use cream to make loops for the nose. Use black to sew on the mouth.

Optionally, add a broomstick (I used a pipecleaner) or a miniature broomstick from a doll collection.
Now you can wear the hat and move the arms.
